Sindh Police Character Certificate
This is an official certificate from Sindh Police confirming whether you have a criminal record in its jurisdiction. It is also called a Police Character Certificate or Police Clearance Certificate.
Sindh Police runs an online verification system, and the certificate is collected from the relevant DIG police office in Karachi. Newer certificates carry a QR code that can be scanned to check they are genuine.
Karachi is split into East, West and South ranges. If you have lived in more than one zone, you may need to apply through each relevant police office.
NADRA Police/Character Certificate
This is a document that confirms your identity and your record status in Pakistan, and it is commonly asked for in immigration and job applications. NADRA is Pakistan's national identity authority. It issues the CNIC and holds the identity and biometric records behind it.
In this process, NADRA's job is to confirm that you are who your CNIC says you are. The record check then covers whether anything is on file against you.

Neither local certificate is a fingerprint-card process in the international sense. They are usually handled through your CNIC and online verification.
Ink vs Digital Fingerprinting: What Works from Karachi?
Digital or live scan is the electronic method where you place your fingers on a glass scanner. In many countries it is now the standard for people inside that country. Applicants abroad are treated differently.
Most authorities accept electronic fingerprints only from approved centres inside their own borders. From Karachi, they expect ink fingerprints on a physical card, couriered to the right office.
