This guide covers every stage of FINRA fingerprinting for finance professionals based in South Africa. It includes the legal requirement, who must comply, which is the correct FINRA-approved card and the acceptable submission route from South Africa to FINRA in Maryland.
You are based in Johannesburg, Cape Town, or Durban, and your firm has asked you to submit your FINRA fingerprints within 30 days of your Form U4 filing.
FINRA fingerprinting for South Africa-based professionals follows specific procedures outlined in FINRA’s official guidance. Fingerprinting in South Africa requires attention to the correct fingerprint card, submission address, and delivery route, which differ from those used by U.S.-based applicants. Understanding these requirements before booking your fingerprinting appointment can help you avoid preventable errors and delays.
Section 17(f)(2) of the Securities Exchange Act of 1934 and SEC Rule 17f-2 require certain financial industry firms to collect fingerprints from their partners, directors, officers, and employees. These fingerprints are submitted to the U.S. Attorney General or an authorized processing entity for identification and criminal history checks.
FINRA coordinates fingerprint processing for broker-dealers and funding portals under an SEC-approved arrangement. First Advantage Biometrics (formerly Sterling Identity) serves as FINRA’s designated fingerprint processing provider, transmitting fingerprint submissions to the FBI for processing. The resulting information is then made available through FINRA’s Central Registration Depository (CRD) or the appropriate FINRA system.
Whether you work in Johannesburg, Cape Town, Durban, or remotely elsewhere in South Africa, living outside the United States does not automatically exempt you from applicable FINRA fingerprinting requirements.
The requirement depends on your role, the applicable regulatory rules, and whether a specific exemption applies. If you work for a U.S.-registered broker-dealer, consult your organization to confirm whether you must submit fingerprints and which procedure you should follow.
Many South African finance professionals confuse these three processes that often lead to rejected submissions and regulatory consequences.

Here are the most common situations in South Africa that require FINRA fingerprinting:
Anyone Registering for a FINRA License (Form U4 Applicants)
If you are applying for registration with a U.S. broker-dealer, you will usually need to submit fingerprints as part of the Form U4 process. This commonly includes:
Employees in Operations and Back-Office Roles
A FINRA licence is not the only factor that determines whether fingerprinting is required. Under SEC Rule 17f-2, certain employees of broker-dealers may also fall within the fingerprinting requirement because of their duties.
It may include personnel who:
Partners, Directors, Officers, and Other Senior Personnel
Partners, directors, and officers of covered broker-dealers may also be subject to fingerprinting requirements, even if they are based in South Africa rather than the United States.
Note: A person's job title alone does not determine whether fingerprinting is required. The firm's compliance team should assess the employee's actual responsibilities and whether a regulatory exemption applies.
South African professionals have to follow a different fingerprint submission procedure from applicants whose fingerprints are collected in the United States:
Usually, the U.S.-based professionals have their fingerprints collected electronically through a FINRA-certified Electronic Fingerprint Submission (EFS) vendor. However, this collection route is not available in the same way to individuals whose fingerprints are collected outside the United States and its territories.
FINRA requires its designated fingerprint card, which captures the information needed to process the submission through its fingerprint program. Using a standard FBI card instead of the required FINRA-specific card can result in rejection and delay your registration process.
Before your appointment, confirm that the fingerprint associate has the correct FINRA card and the information required by your firm. You cannot use the fingerprints collected for an FBI background check or another purpose for a FINRA submission. The FINRA Fingerprint Program has specific requirements for how fingerprints must be collected.
Therefore, confirm with your firm whether an existing submission satisfies your current registration or whether a new one is required. This helps you avoid unnecessary appointments while ensuring that your submission follows the applicable FINRA procedures.
Only FINRA-approved hardcopy fingerprint cards purchased from Sterling (First Advantage Biometrics) are accepted for processing.
How to Obtain the FINRA-Approved Card
South Africa-based professionals cannot source the correct card from a SAPS station, a police department, or any South African government office. Cards must be ordered directly from Sterling:

Note:
FINRA does not collect fingerprint impressions at its own facilities. Instead, it coordinates fingerprint processing for member firms through the Central Registration Depository (CRD) framework. Once your sponsoring broker-dealer files your Form U4, the firm is responsible for ensuring that your fingerprints are submitted within the applicable deadline.
Step 1: Your Firm Files Form U4 and Arranges the FINRA Card
Your employer files your Form U4 and coordinates the required FINRA-specific fingerprint card through the designated provider.
Step 2: Find a Qualified Fingerprinting Provider in South Africa
Once you have the required card, arrange an in-person appointment with a fingerprinting provider experienced in capturing rolled ink impressions for FINRA submissions. Accurate impressions are important because unclear or incomplete fingerprints may delay processing.
Globeia coordinates FINRA fingerprinting in South Africa, helping applicants arrange fingerprint capture using the appropriate card.Step 3: Prepare the Required Information
Have the relevant identification and registration details ready before your appointment. These may include:
Step 4: Send the Completed Card to the United States
After fingerprinting, mail the completed card to FINRA Document Services and not to Sterling. Cards sent directly to Sterling from outside the US are rejected.
Use a trackable international courier, such as DHL, FedEx, or UPS, and retain proof of dispatch until FINRA confirms receipt.
Step 5: FINRA Routes the Card for Fingerprint Processing
Once the card arrives at FINRA Document Services, FINRA forwards it to Sterling via express mail. Sterling processes the impressions against FBI specifications before transmitting to the FBI for a criminal history check.
If the impressions are unclear or the card contains missing or incorrect information, the submission may be rejected. You may then need to arrange new fingerprint impressions and submit a replacement card, potentially extending the overall registration timeline.

For South Africa-based professionals, FINRA fingerprinting can involve coordinating the correct fingerprint card, finding a qualified local provider, and preparing the physical submission for delivery to the United States. Globeia helps applicants and corporate teams coordinate the fingerprint collection stage across South Africa.
