It is the organisation in the USA that oversees brokers and brokerage firms, making sure the people working in that industry are properly checked and registered before they can do the job. Most people in the UK might have not heard of FINRA background check or compliance, since it has no direct equivalent here. But if you work for a US broker dealer, even from a London office, FINRA still has a say in whether you are cleared to work.

Why Are Fingerprints Part of This?

Under a rule called SEC Rule 17f-2, part of US securities law, firms are required to fingerprint anyone taking on certain roles, such as brokers, principals, and other people handling securities business. Before someone is allowed to work in this part of the finance industry, their fingerprints get checked against FBI records to confirm there is nothing in their background that should stop them from being approved.

Who Needs FINRA Fingerprinting in UK

  • The Relocated or Dual Hatted Banker - You work at the London office of a US broker dealer, firms like Goldman Sachs, JP Morgan, Morgan Stanley, or State Street, and your employer is now registering you on a Form U4 for the first time.
  • The Compliance Officer or HR Admin - You work in compliance or HR, and need to organise fingerprinting for a group of new joiners, sometimes a handful, sometimes an entire desk of 30 or 50 people at once.
  • The US Expat in the UK - This is the American who has moved to London for work but still holds, or is trying to keep, a FINRA registration back home.
  • The Fund or Asset Manager Principal - You are a UK based principal, director, or senior person at a commodity pool operator (CPO) or commodity trading advisor (CTA), registering with the NFA or CFTC, alongside FINRA.

Step-By-Step Process: FINRA Fingerprinting in UK

Step 1: Your Employer Files Your Form U4

Your employer files a Form U4 on your behalf to begin your FINRA registration. This is also the moment the clock starts. Once the U4 is filed, your firm has 30 days to get your fingerprints submitted and processed.

Step 2: Get Your Fingerprint Cards 

Your employer or compliance team will usually provide you with official FINRA fingerprint cards. If they do not provide them, your employer must order them directly through FINRA's fingerprint vendor. Make sure you have at least two cards in case one gets smudged.

Step 3: Book Your Fingerprinting Appointment

Since UK police stations and US embassies do not offer this service, you will need to book with either your firm's chosen provider, or a private fingerprinting agency near you. First, confirm they provide rolled-ink services on standard cards.

Step 4: Attend Your Appointment

At the appointment, you will need two valid photo IDs, usually a passport and driver’s license. Your fingerprints are taken using the rolled ink method onto the FINRA specific card. A good provider will also check your prints for clarity before you leave, so any smudging or quality issues can be caught on the spot.

Step 5: Your Card Gets Posted to USA

Once your prints are taken, the completed card needs to be sent to FINRA in the USA. Depending on your provider, this is either done for you or handed back to you to pass on to your compliance team, who will then send it off.

Where to Get Fingerprinted for FINRA in the UK

Two places people assume will help are your local police station and the nearest US embassy or consulate. Neither one is a real option for FINRA fingerprinting. UK police stations do not offer public fingerprinting for FINRA as a routine service. The US embassy and consulates in the UK do not do it either.

So there are only a couple of real routes to get fingerprinting for FINRA done in the UK.

Your Office

If you work for a bank or a broker dealer with a UK office, many firms bring in a fingerprinting provider directly to their premises, especially when several new joiners need to be done at once. Your HR or compliance team arranges the whole session, books the provider, and lets you know a time to show up. All you need to do is turn up with the right ID.

Private Fingerprinting Providers

This is your only route if you work remotely, work for a smaller firm without an office session, or your US based employer has couriered you a FINRA fingerprint card and left you to get fingerprinted yourself. In this case, you book an appointment with a private fingerprinting agency in the UK. You bring your card and your ID and they take your prints. This is the most flexible option since you can book it around your own schedule rather than waiting for a company wide session.

Fingerprinting Locations Across the UK

London

Most providers cluster in London, since this is where the largest number of US broker dealers have their UK offices. You will typically find fingerprinting services around the City of London, Canary Wharf, King's Cross, Victoria, Heathrow, and Gatwick.

Edinburgh, Manchester, or Leeds

Outside London, coverage is thinner but not impossible, since these cities also have a decent financial services presence. You can usually find a provider in Edinburgh city centre, Manchester city centre, the Spinningfields business district in Manchester, and Leeds city centre.

Anywhere Else in the UK

If you are based somewhere without a local provider nearby, your best option is a mobile fingerprinting service. A lot of UK fingerprinting agencies will travel to you, whether that is your home, your office, or anywhere else in the country, so you are not forced to travel into a major city just for this.

Private providers change locations and mobile coverage from time to time. So, we advise you to always check a provider's current address or coverage area directly before booking, rather than relying on an old listing.

If you are an HR or compliance officer managing multiple UK hires, there are a few things you need to get right early. Fingerprinting is not something you can leave until the last minute, especially when you are handling a group of people rather than one person.

Book the Fingerprinting Appointment Before You File the Form U4

Ideally, you want your fingerprinting appointment locked in and ready before you file the Form U4, or as close to the filing date as possible. Since the 30 day clock starts the moment you file, any time spent sourcing cards or waiting for a provider to have an open slot eats directly into that window. If you already have your provider booked and your cards in hand, you can file the U4 and get people fingerprinted within days, leaving you a comfortable buffer. If a genuine delay does come up, such as a large group being hard to schedule quickly, FINRA does allow firms to apply for an extension to the 30 day period, but this should be treated as a backup plan.

Who Can Arrange Bulk or On-Site Fingerprinting Sessions?

Local police stations in UK are simply not set up for this. Appointments are usually booked one person at a time, often with long waits between available slots, which makes coordinating fingerprints for a whole group through a police station slow and impractical.

Since fingerprints have to be sent to the US, every rejected card means another round of mail time on top of FBI processing time, which can easily add another week or more to your registration.
